Spying on world leaders: explicit rules needed - Bill Clinton American ex-President Bill Clinton said he had "serious reservations" about wiretapping phone conversations or monitoring emails of world leaders while in the Oval Office. In an interview to American television Mr Clinton expressed his conviction the secret services had to rethink their modus operandi in the light of the recent information leaks and the NSA's spying after the foreign leaders. "I think there ought to be very explicit rules on listening in on conversations of world leaders," Clinton said. In the course of his presidency, that is, from 1993 till 2001, Mr Clinton was very cautious about choosing methods of spying after the foreign leaders.
