US President Barack Obama appears to œhave lost his ability to govern” as the fight is going on between Congressional Democrats and Republicans over budget, says Bill Jones from Executive Intelligence Review. The US government was partially closed down as of Monday midnight after the two houses of Congress failed to agree on the spending bill.
