M 4.1 light shallow earthquake shakes Cebu, Philippines today, Philippine Institute of Volcanology and Seismology (PHIVOLCS) reported.According to the PHIVOLCS, the quake's epicenter was located 9 km NE of San Carlos City (NEGROS OCCIDENTAL).
