Steve Peacock / WND President Obama says he is “deeply concerned” about escalated aggression by Russian-backed separatists and has pledged to “raise the costs” for Moscow’s annexation of territory in Ukraine. One of the costs that Obama intends to impose upon Russians and Ukrainians alike will be the cost of parking a car in the Ukrainian capital, Kiev. Obama, through the U.S. Agency for International Development, or USAID, has developed a plan to help modernize the Ukrainian capital’s municipal parking infrastructure.
