UPI / GOPUSA Rhode Island police told the Navy a month before a murderous rampage at the Washington Navy Yard suspected gunman Aaron Alexis reported hearing voices. Separately, President Obama ordered the Office of Management and Budget to conduct a government-wide review of security standards for contractors and employees across federal agencies. Alexis, who was staying at the seaside Newport Marriott hotel Aug. 7, had called police at 6 a.m.
