This is not some idea that cropped up in my head: it's in the news. It's the Japanese government itself which has said that in three weeks, the capacity of the company running the nuclear plant, to store Fukushima's radioactive water, will be reached and the water will flow over into the Pacific Ocean. The government says it must step in to help. The government says the company's failed and can't do the job.
